Royal London Asset Management ( RLAM ) recently opened a public consultation on their proposal to develop the office block on their site on Alderley Road, which has stood vacant for some years. Its’s the big building set back, on the left hand side of the entrance, off Alderley Road, nearest to the Kings Arms.

The proposal is for studio, 1, 2 and 3-bedroomed apartments and a multi storey car park along with landscaping. Further details can be seen through the link above.

It can be reasonable to assume that following the consultation, Royal London will put in a full planning application which will include details of their proposal. Cheshire East would then consider the application and either Approve or Reject.

For a large development such as this in an area which includes some listed buildings and natural habitats, a developer can be asked to produce an Environmental Impact Assessment (EIA ).

An EIA sets out to evaluate the potential environmental consequences of certain developments. The aim is to ensure that decision makers consider environmental factors before making a decision.

EIA’s are detailed, cover a large number of aspects and have to be paid for by the developer.

However, developers can pre-empt a request for an EIA by presenting a scoping report. This scoping report has been submitted by Royal London for the proposed development before any detailed plans are submitted.

A scoping report attempts to show the planning authority why the developer believes an EIA is not needed. The report covers the main areas that would be included in an EIA but not in as much detail. The report has to follow strict guidelines ( it cannot exclude any aspect required ).

A scoping report has to be responded to by the planning authority within 3 weeks. That is, the authority has to decide, in that time, whether a full EIA is required.

Residents have until 24th September to make comments on the scoping report.

This is not to make comments on the proposed development itself as an application for planning has not yet been made. This is purely about the scoping report.

If the developer proceeds with a full planning application, residents will be able to comment at that time.
