Elan Homes Opens Public Consultation For New Development Off Moor Lane Wilmslow

Hourigan Planning is preparing a full planning application on behalf of Elan Homes Holdings Limited in relation to a proposed residential development on land at Rifleman’s Close, Wilmslow, Cheshire.

They are undertaking a period of consultation on the draft proposals so that neighbours have an opportunity to engage in the process prior to a full planning application being submitted. Comments received will be used to inform and refine the full planning application before it is submitted to Cheshire East Council.


Once the application is submitted, neighbours will have another opportunity to make representations directly to the Council.

SUMMARY OF PROPOSALS

  • Development of an edge of settlement Grey Belt site for the provision of 14 new dwellings.
  • 6 of the dwellings (45%) will be affordable housing.
  • Areas of public open space will be complemented by new landscape planting. The layout also includes the provision of a children’s play area in the western area of the site and a substantial area of new green space which will be available to all.
  • Opportunity to deliver biodiversity improvements, with the development delivering at least 10% Biodiversity Net Gain.
  • A mix of house types and sizes will be provided, ranging from 2 to 5 beds.
  • The appearance of the new homes will be reflective of the local vernacular and will be high quality reflecting the previous Elan Homes development immediately to the south on Rifleman’s Close.
  • All new homes will be energy efficient and each home will be provided with an electric vehicle charging point.
  • The proposals will use a Sustainable urban Drainage Scheme (SuDS) to deal with surface water.

The consultation period will be open until midnight on Wednesday 14 January 2026
