The Planning Officer refused on the grounds that:
- The proposed development would represent inappropriate development in the Green
Belt. It would not fall within any of the exceptions to inappropriate development in the
Green Belt within Policy PG3 (Green Belt) of the Cheshire East Local Plan Strategy or
policy GB7 of the National Planning Policy Framework. The development would also
result in additional harm to the Green Belt due to the impact upon openness. There are
not deemed to be any Very Special Circumstances that exist that would clearly outweigh
the harm. - The proposed development by virtue of its size and siting would result in the direct loss of existing trees which are the subject of the Wilmslow U.D.C. Stanneylands Hotel, Wilmslow No. 3 Tree Preservation Order 1972. The loss of these trees is considered unacceptable because of the impact upon the general amenity and character of the area in which the application site is located.
- The development would have an adverse impact on a priority habitat.
